Committee on Committees and Rules

The powerful City Council Committee on Committees and Rules has jurisdiction over the Council’s and its committees’ Rules of Order and Procedure. Perhaps most notably, the rules committee has authority over disputes involving which committee legislation is referred to. When a referral dispute occurs, the proposal is sent to the rules committee, where it can languish for months — or sometimes forever — in wait of the chair to call it up for referral to a new committee for consideration. The rules committee also oversees the decennial ward redistricting process, with the committee chair at the helm. Despite the power the committee wields, members do not convene regularly.  Additionally, the rules committee, which includes all members of City Council, has jurisdiction over matters relating to the conduct of Council members, matters that affect the City Clerk and corrections made to the Council’s Journal of the Proceedings.
