    Routine approval of the ordinance that sets the schedule for Chicago’s special events was held up in a City Council committee Tuesday after an alderman said he learned Monday night of plans to move the city’s signature Taste of Chicago festival out of Grant Park and to a new location near Navy Pier to accommodate the NASCAR race set to descend on the city this summer.
