• The city’s $89-million-a-year workers’ compensation program needs “substantial improvement to operate more effectively” and has “significant control deficiencies and weaknesses” that could allow fraud, waste and abuse to flourish unchecked, according to an audit prompted by the federal charge levied against 14th Ward Ald.
