Mayor Brandon Johnson on Wednesday unveiled a $17.6 billion spending plan for 2027, a budget in which he proposes to close an estimated $882.4 million deficit with a slew of new and increased taxes on corporations, including a second attempt at a head tax that was defeated by the City Council last year.
