The City Council on Wednesday delayed votes on two competing rental housing code reform ordinances but approved tens of millions in financial assistance for part of the site once envisioned as Lincoln Yards, a measure to require data centers to report their energy and water use and an update to the city’s campaign finance and ethics rules.
