Despite lingering questions from some, the City Council on Wednesday overwhelmingly approved an agreement to reimburse the developers of a massive mixed-use development underway on the Near South Side for the cost of road, pedestrian and Metra track improvements, utilities and a two-deck parking structure using tax increment financing (TIF) funding.
