    Allowing a ruling that would give police officers facing serious discipline after being accused of wrongdoing to take their case to an independent arbitrator instead of the Chicago Police Board would "set our city back decades” and drive police accountability “behind closed doors,” the president of the city’s commission created to provide civilian oversight of the police department said Thursday.
