On the same day Mayor Rahm Emanuel, Attorney General Lisa Madigan and Chicago Police Department Supt. Eddie Johnson submitted the final consent decree designed to reform the Chicago Police, the attorney general’s office released the names and applications of nine different firms competing to become the independent monitor tasked with overseeing the reforms.
