A quiet Friday is expected in Springfield, with most action returning north to Chicago, where campaign announcements are expected along with a worker's compensation subject matter hearing from the Senate Subcommittee on Tort Reform. Meanwhile, Gov. Bruce Rauner is continues his campaign trail stops to discuss his budget in central Illinois.

8:30 a.m. - Chicago - The Illinois State Board of Investment’s Executive Board will hold its quarterly meeting at 180 N. LaSalle St, suite 2015. Steve Zahn will provide a legislative update. The board will hear recommendations from both its investment and compliance committees, and will get a projected-versus-actual budget update. The executive director is expected to brief the group on the continued search for general counsel. Two presentations are scheduled on the group’s deferred compensation plan, one from T. Rowe Price. Tuesday and Wednesday are likely to be bruisers for those in the statehouse. Resuming the second week of the 2018 session, the capital will see more than 20 committee and agency meetings on those two days alone. Legislators gathered for more than two hours Tuesday to hear testimony on a major shakeup to the state’s hospital assessment system. Illinois Hospital Association CEO AJ Wilhelmi sought to calm safety net hospital officials worried that a proposed new formula to calculate Medicaid payments would dent their bottom lines or ultimately lead to closure.

A five-committee panel of state lawmakers met in Chicago Monday to hear further testimony on the full legalization, taxation and regulation of cannabis in the state. The focus on the joint subject matter hearing were SB316, sponsored by Sen. Heather Steans (D-Chicago) and HB2353, sponsored by Rep. Kelly Cassidy (D-Chicago). Monday’s was the fourth meeting arranged on the topic by the two.
