Alderpeople on the City Council’s ethics committee on Monday held hearings on the Chicago Office of Inspector General (OIG) Audit and Program Review (APR) Section’s 2025 Annual Plan and on the proposed changes to the Chicago Board of Ethics rules and regulations.

A North Side alderperson is pushing for a measure that would change how the city regulates the fees charged to renters when they’re moving into a new apartment. The ordinance is intended to benefit tenants and landlords, respectively, by cracking down on the “outrageous” fees some charge their tenants while also reining in the sometimes cumbersome requirements landlords must follow for security deposits.

The City Council Committee on Pedestrian and Traffic Safety on Monday will hold a hearing on the Chicago Police Department’s (CPD) use of traffic stops, their impact on safety and community-police relations and the potential policy reforms being explored by the department and the civilian police oversight commission.

The committee will meet at 10 a.m. in council chambers.

The City Council Committee on Ethics and Government Oversight on Monday will hold subject matter hearings on the inspector general office’s Audit and Program Review Section 2025 Annual Plan and on the proposed changes to the Chicago Board of Ethics rules and regulations.

The ethics committee is scheduled to meet at noon in council chambers.

The City Council Committee on Contracting Oversight and Equity on Tuesday approved an ordinance to make a pilot program for veteran business participation in city contracts permanent and to bump the participation goal up by two percentage points.

At a committee hearing Tuesday, city finance officials defended the city’s debt load and painted the city’s credit position as stronger than recent ratings agency actions would indicate, while alderpeople also heard from an outside finance analyst who warned about the city continuing to rely on debt to finance projects.

But the hearing deviated multiple times into relitigation of the 2025 budget, including arguments about what should have happened and how much of the blame should be shouldered by the City Council.

The City Council Finance Subcommittee on Revenue on Tuesday met for the third time since its creation almost two years ago, and city finance leaders said during the meeting Chicago should maintain an existing state tax on groceries once it expires at the end of this year.

The City Council’s revenue subcommittee next week will hold a hearing on the possibility of Chicago establishing its own tax on groceries once the state tax expires at the end of the year.

The City Council Committee on Health and Human Relations on Wednesday approved an appointment to the final vacant seat on the Chicago Board of Health and heard from Chicago Department of Public Health (CDPH) staff about their strategies for protecting public health this summer.

A Lakeview alderperson introduced an ordinance at last week’s City Council meeting to freeze in place Chicago’s phased elimination of the subminimum wage for tipped workers after restaurant and hospitality industry groups warned it had already contributed to job losses. 

Ald. Bennett Lawson’s (44) ordinance (O2025-0017549), which was referred to the Committee on Committees and Rules in an attempt by opponents to stop it, would maintain the current ratio between the city’s minimum wage and its lower tipped wage.

The City Council Committee on Health and Human Relations on Wednesday will consider an appointment to the Chicago Board of Health and hold a subject matter hearing on the public health department’s strategies to reduce deaths from drug overdose and gun violence. 

The health and human relations committee will meet at 10 a.m. in council chambers.
